The malapropisms are deliberate on the part of the developers. He intended to say "I am reticent (hesitant) to encounter the minotaur. Its horny protuberance (horns protruding from the minotaur's skull) cause me great consternation (dismay)." Basically, he's attempting to show off how sophisticated he is, but instead comes across as a bit of a confusing dolt putting on airs.

It’s not a misreading. His other dialogue choices when you do his quest show that he’s trying to be fancy but failing - since he’s an orc I’m assuming. That’s why other characters say it’s odd that he’s a Lord - orcs aren’t known for being royal. It’s meant to be a funny line of dialogue but also show that he doesn’t really know how to use big words, but he’ll use them anyway to try and seem smart.

This dialogue is integral to understanding this character's motivations throughout the story. Lord Rugdumph is probably one of the most complex characters in the Elder Scrolls.

The word resident can be used as an adjective in the sense of "I am resident in this country" or "the resident lord of this estate". In that context, it can be implied that Lord Rugdumph is in his current position so as to increase the possibility of encountering the minotaur.

The phrase "horny protuberances" appears to be a double entendre. Protuberance can be defined as something which bulges out from a surface. However, what this exactly refers to can be surmised from the adjective "horny". On one hand, as the subject is a minotaur, one may assume that this refers to its horns. However, the word "horny" may also be defined as being related to sexual arousal. This implies that it refers to the minotaur's genitalia. This is a double entendre, and it can be implied that Lord Rugdumph refers to both in this instance, as his well spoken nature does not exclude the possibility of using double meanings in informal conversation.

According to Lord Rugdumph, the effect of the minotaur's horny protuberances is to cause him "great conflagrations". A conflagration can be defined as a large, destructive fire. Taking this at face value, one may imply that Lord Rugdumph undergoes spontaneous combustion while gazing upon the minotaur's horny protuberances, which is physically impossible. Thus, this statement can be studied from a different lens relating to Lord Rugdumphs previous description of the minotaur's "horny protuberances". As it has been implied that Lord Rugdumph is referring to the minotaur's genitalia, it can be surmised that conflagration is being used as a metaphor for the sexual arousal felt by him at the sight of the minotaur's horny protuberances.

So basically, Lord Rugdumph's been staying in the estate because the minotaur's cock and horns make him horny.

this character that I recall is supposed to be ironic. Since he's a lord, and also an orc, he tries to sound smart by using big words, which would be unheard of from an orc in elder scrolls, at least as far as oblivion goes. I believe the quest associated with him touches on this topic, I believe malacath talks about it? Not sure.

What he likely means is "I am reluctant to encounter the minotaur. Its horned protrusions cause me a great number of complications." In other words, he doesn't want to meet the nearby minotaur, because it causes trouble for his people he has to deal with. Unfortunately, he has phrased it in a way that makes it sound like he's a monster-fucker.

This reminds me of the scene in Blackadder the Third where Blackadder trolls the author of the first English Dictionary by making up random nonsensical words and using them in polite conversation to make him think he's forgotten to include them
