Plutarch Heavensbee is most definitely an underrated character in the series. The movies did not do him much justice. He was the one who decided whether to take Katniss or Peeta out of the arena(75th Games), convinced Coin to accept Katniss's demands and even predicted Coin's death! He has most certainly my most favourite character in the series
