HUMAN DEVELOPMENT INDEX vs PHYSICAL QUALITY LIFE INDEX

HUMAN DEVELOPMENT INDEX (HDI) :
is a statistical tool used to measure a country's overall achievement in its social and economic dimensions. The social and economic dimensions of a country are based on the health of people, their level of education attainment and their standard of living.

PHYSICAL QUALITY LIFE INDEX ( PQLI ) :
The Physical Quality of Life Index (PQLI) is an attempt to measure the quality of life or well-being of a country. The value is the average of three statistics: basic literacy rate, infant mortality, and life expectancy at age one, all equally weighted on a 0 to 100 scale.

One more thing, HDI is published by UN Development Programme whereas PQLI was devised by Overseas Development Council.
