Government can include small creative startups for security and military. Don't rely on big tech giant. They are greedy and will always remain hungry for money.

Only use automation in base security and military and family personal secyrity not for weapon control unless being over run by opponents. Follows President Reagan principle of " spectrum of response "

Yes the government and AI companies have to "get along, " but there is no excuse for not making it crystal clear that the government makes the laws, and the companies obey them. Ordinarily government money is enough to keep the companies focused, but if not, their focus can be compelled. Alternatively, the government can simply poach the talent themselves and run their own program.

This is why it's so easy to overtake the US in this growing multi-polar world. Our government (with the exception of the Pentagon) moves so slowly to adopt new technology. Mostly due to the age of leadership. After a certain age staying current becomes more difficult. The US is already way behind. AI agents are now collaborating, thus removing the human delay. China is at the forefront.
