The funny thing is, there is a fairly recent mod for the campaign called Perpetual Randomizer where each unlockable unit is randomized into a unit from specific pools (marine can be a marine, zergling, zealot, elite marine, etc) and it just so happens that one of the marine replacements are the firebomb throwing civilians.
So this run is ACTUALLY TECHNICALLY POSSIBLE. No anti-air for the entire game might be rough, but hey, I saw GiantGrandGames do worse!
