Apparently, not only is the brown paper recyclable, its also compostable.

Even Mouser lists the 8-pin version of the ICL7650 as EAR99 meaning it has no export restrictions. Even extended temperature versions aren't restricted.

had a look at Farnell pt/no 1561938 which is a ICL7650SCPA-1Z 8 pin dip.
£9.70 UK price is this the one.
Can't find any links to it being a restricted item, but I've used loads of restricted items and some don't seem to make any sense as to why they are restricted. But signing the declaration for end user gets them to us, don't think a personal account would let you do the declaration process. so your stuffed.
Have you tried to buy direct or get samples from the manufacture.

I expect that chopper stabilised opamps have been used in guidance systems in the past and have not fallen off the list.

To buy just one would cost me £21.64 from Farnell after the handling charges are added 🙂 and no restrictions show up in the basket.

The ltc1052 is available on UK amazon as an 8 pin, and it looks like both are available on digikey
I had a similar experience with lead solder, RS said it was restricted to industrry, which makes no sense, a hobbyist is going to use a lot less of it, but i was able to get it from CPC, think i'll have to order more for stock before they too restrict it
You may get better results of you run a company, or can get a local company to order it for you.

How long will those caps sit in boxes and still be OK? Manufacturers declare only a couple of years of shelf life. Is it real? Or those caps can sit is shelves for decades?

No such thing as too many capacitors. You either short 1 or have none of very specific value..

Restricted items are ballz unless they're for military purpose. Since Dave's in Aussie maybe he could see if they'll supply him. Doubt it's a country thing tho. Rude of them to not explain. Good selection of caps! Do you know who sells the cheapest component draws?
