Zhongli can't say because he signed a contract with celestia, but what would Venti say? He didn't sign a contract or anything right? He's the god of freedom why there's no his second story quest ;-:

I found it curious that even though Zhongli does not consider himself tbe god of Liyue anymore, he still calls himself the god of contracts. Like giving up his visions means stepping down from being an archon but not giving up godhood

Well honestly I think zhongli tried his best to give us (travelers) hints.

He may not directly tell us what happened 500 years ago, but the fact that he told us that ’he could not tell because of a contract signed before everything was settled down’ itself is already informative.

If the contract that prevents him from telling us his experience was signed 500 years ago, he won’t regard the contract as ‘the contract signed before everything’.

So, the war 500 years ago has something to do with the origins of ‘the seven gods’ I guess.

Also, he encourages us to travel more, understand this world deeper, which indicates that the understanding to the world is somehow very important to us.

Lumine said something similar, even though she definitely does not have a contract. Either the truth is not something that can be described easily, or some kind of principles prevent them from telling us directly.

Overall, I think Zhongli tried his best to help us. He called us friends, wanted to tell us if allowed, but he just can’t. I personally am really excited about what will happen next in the story.
