The fact that he brought him food said Zuko still cared for Iroh. Zuko's words said that he was so conflicted about what he did and knew he was wrong and he was lashing out at Iroh out of anger and because he wanted him to give him validation. Iroh's tear was not about Zuko's cruel words but how lost he was and that he could not help him. If Zuko was to choose good, it needed to be his choice and desire hence he needed to face his turmoil on his own.

Sometimes people need to help themselves to truly set their lives on the right path. We see this so much today with arguments about mental health. Trying to force Zuko to be on the good side didn't work, so Iroh had to let him go on that journey by himself. That's not to say that you can't give someone guidance, as is what happened with the scroll, but that's because Zuko was starting to move on the right path himself.

Iroh's tear is so telling. We all know he was never angry with Zuko, "I was said because I thought you had lost your way." Zuko and Iroh are home for each other. They're father and son, uncle and nephew, and each other's closest friend, but Zuko chose a different path. Iroh crying is out of sadness to see Zuko so confused but also out of knowing that he can't really do anything for him. He tried for so long to give him advice and guidance, and it worked, but Zuko still chose this. There's nothing more he can say and I know he wants so badly to extend a hand to him, but he's aware that telling Zuko what to do isn't the answer. He has to solve it on his own and all Iroh can do is pray in silence that he'll be able to.

The reason Iroh didn’t talk was that the original voice actor for iroh had died leading for them not having a va for a lil while

This was zuko's fult if he help aang and katara from azula iroh he wouldn't be angry and so sad with zuko but zuko he choose this way to be with his sister
