what would cause the urinals to not flush? the solenoid makes a click sound but does not flush... manual flush works

So i tightened the bonnet nut down on to the piston and once I started to open, valve, water begins to fill pipe . I push manual valve and water begins to make it past piston in solenoid housing .Bad manual valve ? Not tight enough on bonnet nut ? I checked solenoid and its good, makes a click noise . Help would be appreciated .
