California's high-speed rail hasn't failed. For it to have failed would mean we have stopped construction on it. Going over budget and being behind is not failure.

You know what else went way over budget? The Shinkansen, you know, Japans first high-speed rail. Yet no one could ever call it a failure.

Your title is pure clickbait.

And they are very sure many people will use the high-speed rail line when completed.

The situation is mainly a consequence of the learning curve. The USA don't have the knowledge nor the experience. Such a thing built by China, Japan or european usual suspects (Germany, France, Spain) would have shown far less deviation from intial costs and schedule forecasts (but still significant as always for this kind of projects 😁)

Initially foreign corporations who had created successful high speed rail systems in their own countries were happy to come to California, check out the project and offer oversight to make it a success. After they got a whiff of the corruption and politics, they decamped and went home, to continue to build successful systems in other countries. A look at the map tells you this project was never meant to be completed, only to be milked for political and financial gain.
