On this map of California, you can see the San Andreas fault, which stretches from Cape Mendocino in the north to the Salton Sea in the south. Between Cape Mendocino and the border of Mexico, the boundary divides California in half. Since the San Andreas fault has a history of producing powerful earthquakes, it keeps the US government and everyone living in California on guard. The San Andreas system's springs have been wound very tightly, and a southern San Andreas Fault in particular appears to be locked, loaded, and ready to go.
Although there are other portions of the San Andreas fault in the area southeast of the Cajon Pass in San Bernardino County that are ready for an earthquake, the fault has not moved appreciably since an earthquake in 1812. It was discovered during an inspection of the Southeast region near the Salton Sea that there had been no activity there from roughly 1680 to 1690, but that is not even the issue. The issue is that, based on their studies of the motion of tectonic plates, geologists and scientists have observed that the Pacific Plate is shifting north-west of the North American Plate.
