It can happen. I have a 95 Trans Am with a custom plate i've run in 3 states (arizona, indiana and florida). When I moved to Florida in 2011, I ordered that custom plate here. The state issued me a temporary paper tag for 90 days until the custom tag could be mailed to me. I attached it to my car with the 2 screws I always use. I made a drive across alligator alley several weeks later and the temp tag was gone when I arrived in Fort Lauderdale. It blew off somewhere along the way. I had to put a piece of cardboard with "lost plate" on it for the trip back. When I got home I put my still valid indiana plate back on it temporarily, but the actual Florida metal plate arrived before I drove the car next.
