Hit those fender flare with a heat gun. It won't remove the gouging but it'll bring back the color and make them a lot less noticeable

Try using McGuires back to black on the fender flare, it really works wonders and although it won’t remove the scuff entirely it will absolutely make them shiny and true black again as well as helping to hide a lot of the scuff mark.
