The old ones were for fighting people in full armor
The new ones were created during the age of pikes, so less armor and more emphasis in the thrust

Okay, so just taking a guess here, the "new" type was pretty much entirely focused on punching through armor, as opposed to the old one being made more for versatility and having an answer for a wide variety of situations?

Interesting that the military did not really seem to agree on his takes. However there was a difference in halberds for different purposes and the old and new ones were used in the same armies. Officers often tended to have the "new " type so you could better spot them. Also they were often much longer and used for thrusting which was apparently better. There are sources that do advice longer halberds with longer points against other short weapons.

At least the HRE never really made great use of bills as far as i know. Im also somewhat sceptical on some of di grassis takes as he was already eccentric for his time. One thing i wonder about the text where di grassi talks about the halberd he mentions the combat one on one and skirmishing. But later states that the skirmishing is not real combat. So its confusing imo.

What I feel like would most likely be an error of design of the newer model is that, despite more uses, a type of weapon should specialize in something concrete and only have a couple other things it could be *good* (not specialized) in doing. For instance, the halbert was a good thrusting spear that could strike and slash with the axe + puncture the armor. But the newer version seems to want to do it all, making the thrusting aspect the only thing it's actually usable for, you could slash and strike but it's not as durable or reliable as the old version due to the lack of solid build.
