I am a software Engineer, Bootstrap is really usable but the issue is sometimes styles would not load, heavily relies on it's api if it gets down your whole website will look awful so for projects, what we do is make separate components for each whether it's a button or a drop-down etc, we just need to pass them values that way you design them once and use them everywhere. This ensures reusability.
Note: You can use bootstrap if it's not a client project, use if it's a project that you are making just to learn things.

i have alwayse used bootstrap for the responsive grid system. then rest of my website was designed based on custom css. because it is very time consuming to make a site fully responsive with custom css. bootstrap can do a very good job in this case

I personally think that MDC web (without react or angular), MUI (for react) and Angular Material (for Angular) is way better than bootstrap in terms of design

Bootstrap is not design. It's frame work. You should customize it accordingly.
