Battery-powered electric vehicles have established themselves as a norm on the country's roads and are essential to President Biden's environmental strategy. And now, in its efforts to compete in the global battery race, the United States is confronted with a tremendous obstacle to overcome.

President Joe Biden has set a goal of having 50% of new car purchases in the United States be electric vehicles by 2030, which is up from the 2% 2020 goal. Lithium-ion batteries, which may be found in various modern electronics such as mobile phones and laptops, are currently in high demand. And the International Energy Agency forecasts that the global demand for lithium-ion batteries like the ones in electric vehicles will surge in the coming years as governments work to fulfill the climate targets set by the Paris Agreement in 2015.

But the United States of America is starting the race behind everyone else. Over the last decade, China has successfully worked its way to the top of the supply chain for electric vehicles, particularly when it comes to the essential component of these automobiles: lithium-ion batteries. And now, because of a battery technology that the United States is supposed to control, China has once again gained a significant competitive advantage.

The concept for a vanadium redox flow battery, also known as a VRFB and developed at the Pacific Northwest National Laboratory or PNNL, has found its way into the hands of a Chinese business. And now, this company has grown to the point that it is currently the most successful VRFB maker in the world.

Now, it’s been alleged that the United States, which holds the patent and contributed $15 million in public funds toward its creation, does not have a domestic production site for the innovative VRFBs.

However, this does not mean that VRFBs are not produced in the United States. Also, the design of the PNNL battery is unique from that of other manufacturers' products.
The scientists at PNNL have spent the past six years developing a unique combination of acids and electrolytes. They say it is indefinitely dischargeable and rechargeable for as long as 30 years, is twice as powerful as existing vanadium-based batteries and does not decay with time as other batteries.

Batteries the size of refrigerators might be installed in homes that are connected to solar panels, which would lower the amount of demand placed on the electricity system.
In 2006, PNNL researchers first started looking at the VRFB. And in 2012, Gary Yang, who was serving as the project's principal scientist, submitted an application for a license to produce and sell the design. The permit was approved, which resulted in the making of UniEnergy Technologies', which also marketed the battery under the brand name ReFlex.

According to Yang, who was interviewed by National Public Radio or NPR as part of an inquiry, UniEnergy was unsuccessful in locating any investors in the United States. And he said they decided against it since the possible wait times for returns were too long.

Yang went to China in search of potential investors and found one in Dalian, China, in a business known as Dalian Rongke Power Co. Ltd. Dalian is a city located on a peninsula in the Yellow Sea between Beijing and South Korea.

By 2017, Yang had already awarded Rongke a sublicense to manufacture PNNL VRFBs in China on his behalf. According to NPR, this was the case even though the initial license he had stipulated that a particular number of batteries had to be sold in the United States and that they had to be "primarily manufactured" domestically.
During his interview with NPR, Yang admitted that he had not done that and had sold very few batteries in the United States. He also said that all batteries had been manufactured in China.
