How am i supposed get my documents recognised in a specific state while i don't have any contract from any employer from that state and i don't know if I'm going to get any contract within that state?

Hello.When I ask that what kind of recognition is needed, they replied,
-           The equivalent of the German “abitur”, which needs to be translated and accredited by a German educational institution.
Then, how should I get my recognition?
