Shin godzilla has a power called self controlled mutation so he can evolve anytime and anywhere plus he can get more abilities by evolving

If there was a battle between shin Godzilla’s 4th form and legendary Godzilla, shin would always win because two reasons. 1, shin Godzilla can evolve to counter any threat, and 2, shin Godzilla’s cells spread using mitosis, so in a battle legendary Godzilla would need to destroy every single cell in shin Godzilla’s body to win.

lets get one thing straight, shin's atomic breath is NOT hotter than MV goji because of its color, if that were true then the normal base godzilla would have a stronger pulse than thermo godzilla because base godzilla has a blue atomic breath which is a hotter color, and thats just absurd. the proof to this statement if u guys didn't watch KOTM :

base godzilla's atomic breath could, at most, knock down ghidorah from a very short distance, MEANWHILE, thermo godzilla used pulses to kill ghidorah which instantly started disintegrating him, (Keep in mind that pulses are not concentrated like an atomic breath, so most of the energy didn't even hit ghidorah) after counting all these points, i can safely say that color of the atomic breath DOES NOT MEAN IT'S STRONGER OR WEAKER

Shin's 4th form only wins in range of the atomic breath and regeneration. Now if he managed to make it out alive for round 2 it would be a different story. Well, that's if Legendary doesn't incinerate Shin's every cell.
