As for the Mac. I installed the XCode 13 beta but got the same error you got. It seems that, for this version, you still cannot run the iOS Simulator from VS on Windows. You can only run it if you build and run from the Mac. VS 2022 for Mac is not available either so, Mac will wait a little bit more to run seamlessly, as with Xamarin.

If you ever had some custom nuget package sources (such as Telerik, SyncFusion or something else), deactivate them before running the command to install maui otherwise it won't work
