I have a TIB (Acronis True Image Backup) of a Gentoo build from a workstation that broke down. i want to restore that backup on another pc or on VM. is it possible?

depens on what you considder a gentoo inststall, dd'iin a previously workig install form one partition to another also may count as an "install", als using a vm to install for baremetal use is different from using a vm and installing it for the vm (and usiing a vm for baremetal use is only usefull when installng form windows, and even then .. technically using wsl should work to), while installing gentoo for use on bare metal is worth some time and effort, as you your maachine setup is most likely pretty unique, installng it for use in a vm is a pure waste (therers vm-images aavaileble with working gentoo installs far better optimized for use with that vmmanager then wat you can achieve in a week. and then why not shave of some time by dumping a BINPKGHOST for that vm-config in make dot conf, allong with a defaultopts -G and --binpkg-respect-use=n, cause useflags may be harder... why not install MoccacinOS, redcore or Sabayon, even easier, or by far the simplest way is buying a chromebook, and voila gentoo, ... and im also not saying that when your giving it your first go, you should ignore the distkernel or genkernel optiosn and go the manual config route, not even whent its your 10th, but i do feel that if you are gonna spend the effort of installing gentoo that when its all set up and running you should give it a go, ... and finally (should have started with this) installing gentoo isnt hard not even for a complete beginner, the only skills requred is reading and understanding the text you read (not even the procedures understanding the actual text is fine) the rest is in the handbook, ... in that regard iinstalling gentoo is easier then installing Arch as the arch install manual leaves allot to be inferred or stets you on side tracks ... the install manual of gentoo is pretty easy to follow, the only thing that wouldnt be a bad idea is part 2, settiing up gentoo for use, like the steps to gentoo overlays, eix, use flag tools many of wich are nowhere mentioned in the isntall manual (as they arent neede there) but hen the systems configurability is based around use flags , and theres not even a mention of where to put them in the turorial or isntall manual its a bit awkward
