At some point of learning a skill everybody finds out what their shortcomings are.
I guess he knows what he draws is not of at full potential?

This man has so much energy to draw, make Mangas and animes while I don't have energy to draw much anymore even though I'm 17..
I feel like im never gonna make my own animation or manga in the future because I don't draw as much as I used to. I liked to draw and make manga as a child I would make tons of it until I started to take digital drawing and then slowly become less and less motivated.

Not sure if I'm looking into this too much but in Japanese culture it is more within the culture to downplay your talent. It's considered good to show humility. Which may be why Tezuka says he can't draw.
