The main reason Jowgen is banned is probably cause its a really powerful floodgate. Jowgen the Spiritualist is a lvl 3 monster that when played locks both players from special summoning. This card can also be searched by the card Last Will. So say you establish your board and the place Jowgen at the end (there are quite a few meta decks that can get up and going without using a normal summon), your opponent is super screwed without a way to remove it. The TCG has always been strict on floodgates that slow the game down to a crawl, or give an extreme powerful one-sided advantage, and Jowgen fits into this role just fine.

You can destroy it by battle or remove it via another effect, but both are weaknesses that can be overcome. Its not unstoppable, but not fun to deal with, especially if you don't have a counter on you.

This shouldn't be that big of a surprise honestly.
