Well, first of all, it would be incredibly difficult to control the power of all the rings at once.
Each ring represents a different emotion, and when combined, they create a powerful force that can bring about both destruction and salvation.It is also possible that the different emotional energies could cancel out each other, rendering the rings useless.
It could also drive a person insane, as the emotions and desires represented by the rings can be overwhelming.

Kyle Rayner is the only person who got the closest wearing all the rings. He had a White ring and a modified Green ring, and together they were able to use the powers of all the other rings besides Black.

However, if someone could somehow harness the power of all the rings, they would become one of the most powerful beings in the DC Universe.
