Shimo was enslaved by the Skar King
using a crystal that was linked to Shimo, and when Kong and Godzilla broke the crystal Shimo was freed from Skar King, that's why Shimo submit to Kong

Personally I’ve just thought that it’s because he’s actually nice to her. He doesn’t force her to do anything. At the end, he even gives her head and neck scratches. After Skar King I’m quite sure she loves how much softer Kong is with her.

One of my favorite moments was when it showed that Godzilla knew all along she was being controlled and he didn't really want to fight her. Once the crystal was destroyed he immediately stopped and told her to attack scar king

I think shimo saw goodness in Godzilla and kong . She saw how kong respected her unlike skar king who used her for his domination

Y’all I’m fairly certain the name “Mother of all Titans” is a title rather than literal. She’s exceptionally powerful, a juiced up Godzilla was trading hits with her and she seemed pretty much no worse for wear. The reason she’s probably chill (hah) with G-man and Kong is they’re the ones who just freed her from MILLENNIA of abuse and torture at the hands of Skar King. Combined with the fact that she doesn’t seem nearly as cognizant as other titans, I wouldn’t be surprised if she’s basically an abused attack dog that’s happy to finally be the family dog instead.

The way I see it, Shimo has free will but probably doesn't know what to do.
She returns to the Apes with Kong, due to it being the only home she knows, but still recognizes that Kong is different from Skar.
She knows he won't hurt her or force her to do things she doesn't want.

I feel like Shimo, given the name "mother of all titans" means that she's been such an apex creature for so long that she out lived her desire to compete for the throne, so she just befriends kong and stays with him as his ally

Edit: some of these replies actually baffle me, did we watch the same movie? People saying the movie doesn't call her "mother of all titans" or that she's not responsible for the ice age

She submitted to Godzilla first. He told her to freeze skar king. She literally looks at Godzilla and then freezes him after Godzilla roars at her.

Because that's where she lived. If I must take a guess. Next villan gonna be strong enough that goji can't take him on alone. Director gave kong muscle with shimo like mothra for goji. Pretty balanced team now. Hope they don't take another 4 years to do next movie. I want to see space Godzilla
