It does appear to be a system that the best candidate does NOT get elected, but the one that has a consensus of combined votes by adding in the votes of those that placed 3rd or 4th. Does not seem fair. It should be whatever candidiate get the highest amount of votes (percentages) on the first try should be the winner. Period.☑
