I think the airport service guy was fair as you asked him to go to more places than he initially anticipated, naturally he wanted extra money for that additional drive to more hotels, and to the police station etc.
The drunk lady was just trying to make some money by offering her room to help you. Obviously, she thought you will take her room and pay her money for it which is bit naive.
People are friendly, trustworthy and welcoming at small places as they all know each other. Everything is going to be expensive at small isolated places as they have to import everything and they don't get a lot of transactions as there are very few people. Quality of service is also going to be poor as they don't get quantity, so effective quick service was not demanded from them. It's like a small village really. Big cities like Mumbai, Tokyo, Shanghai, New York city, London does not operate on same rules as they operate on huge volume or quantity or a lot of transactions which requires them to be quick and efficient to serve many customers.

It was literally an adventurous night out on the roads of 🇹🇴. Thankfully, you both were there together, which might have been easier in such unpredictable situations . That place was where the lady took , you for night stay was unbelievably pathetic. Still, she helped in her unstable condition. It was so nice of her. Must say, you remember and have gratitude for people who help you, that's a good quality in you . Having a sportive spirit and seeing positive in worst conditions is also an appreciable nature you have. What a golden hour it was in the sky, next morning. to be fair you asked him to drop you off at the hotel which he did but you did not want to stay there thus asked him to drive around further looking for cheaper place so the initial agreement of taking you to the hotel for the agreed price should be renegotiated as he has driven you around pretty much the entire island like you said, he did not sign up for that, you should have paid him extra for going out of his way to take you to a hotel it is not his fault that you opted not to pay the 188 per night fee for the hotel you should have paid him then the agreed amount and let him go on his way
