How to locate the idle screw on carburetor for Dirt Bike

This video just told me how to make my bike idle better, so I subscribed

so if i turn the fuel screw out to the left does this mean more fuel will flow through and be richer?

does having choke up = off or on. mine will only run with choke lever down. cant find sweet spot with either screw. revs really high when started and bogs and stalls if i touch the lever. any advice?
