The main problem of Egypt is the military institution, the military rules every thing in Egypt without transparency and accounting so the president can do anything without to fear the consequences for example selling two islands was catastrophic to Egyptian people they couldn't do anything to stop that Egypt gives us the best example that absolute monarchy is much better than military rule like Egypt and algeria

As someone that worked with Egyptians, that area is prime land for energy development. Plans of either solar, wind or even a nuclear power plant were considered for that region.
The viability of desalination plants was also looked at for the areas between Marsa Matruh and Alexandria.
The UAE definitely know about this so investing in that region is not as foolish as people think.
