The engine only pulls the rod back and brings fuel in. Only the spring pushes the fuel out. The spring pressure and surface area together are calibrated for the pressure is the reason only the spring pushes the fuel out, also if the pressure builds up when the carb is full, the rod stays pulled with the spring compressed. Now the arm is just sliding down the rod and not pulling any more fuel because the diaphragm remains full by the pressure which keeps the spring compressed.
