As it turned out, this was indeed a Stucco applied wall covering. This system also was missing the "Weep Screed" and was below grade. There should be at least 2 inches of ground clearance on Stucco Walls to allow moisture to drain and to prevent moisture from wicking into the wall cavity. Stucco is NOT WATER PROOF and will absorb moisture. Painting Stucco can trap moisture. Stucco Walls are designed to drain and breathe when properly installed. When moisture issues are discovered or suspected a "Level 2" Inspection should be performed, by drilling test holes and using a moisture probe. There is a good chance the stucco wall in this video has some significant wood framing damage on the reverse side. There was also evidence of past extensive termite mitigation, which is also evidence to moisture issues in the structure. In short this is the reason you should hire a qualified Home Inspector to perform an inspection prior to purchasing any house. NOTE: The best Home Inspectors are not always recommended by Realtors and are usually not going to be the cheapest either. I used to have that problem, I live in 1960s home, insulation is poor.
I think there is 2X4 where there are dry vertical lines.
I think it is due to bad insulation.
No insulation between 2X4 so moisture condenses on stucco, inside the home is warm, outside is moist and cold.
I am not an expert, just my theory.
I am upgrading my home, decided to replace stucco.
