I believe Ai truly did love Aqua and Ruby I think maybe in the start it was a lie but in the end she realized her lie was true see genuinely wanted to be a mother who go watch her children grow and find their way in the world. When she told them she loved them she genuinely happy that for once she could feel love for another. She's truly a tragic character if you analyze her deeper.

If you listen to the lyrics of Idol, she is talking about how love is lies. The whole song talks about how her love is a lie, but as you continue through the song, she talks about how she wants real love. She is faking her love because she has to be strong, but she wants to truly love someone. At the very end of the song, she finally says I love you and really means it. This is just like in the show. Right before Ai dies, she finally for the first time really loves. In that moment, her eyes dim and go out, showing that she both told the truth and really pushing home that the light left her eyes. It is hard to emphasize how amazing this show is.

We only saw part of Ai's identity when she was dying... She still had the shine but also her dull eyes as she was dying and comforting her children.
Because she was still lying about not being afraid of dying, because she didn't want her twins to be afraid. It was Ai's real identity as she was dying, but there was still a shine as because she had to keep acting like dying was not making her panic in fear, because she was acting fine for her kids.

Ai herself doesn't know her true personality but when Gotanda told her to stop lieing for the documentary and show her true self her stars turned black and her expression becomes closer to how Aqua is now. Ruby is who Ai wanted to be but Aqua is just like Ai actually was.
