Cut it and order another bolt. 30 bucks for a bolt is better than 300 in labour

The leaf spring bolts on fords have been that way since the heritage body style beginning in 1997. Just cut it off and buy a new bolt. Been there done that.
Probably saved the assembly line two seconds a vehicle vs putting the bolts in the the other direction.

Good thing for that guy was that our dirty salt didn't lock up those brakes
