PhilHealth - Paano Kumuha ng Indigent ID. Ano Ang Requirements at Sino Ang Mga Qualified Dito
The Sponsored Program is open to qualified indigents belonging
to the lowest 25% of the Philippine population.
Also qualified under this program are families who are listed
in the National Household Targeting System for Poverty Reduction
(NHTS-PR) of the Department of Social Welfare and Development.
With the Expanded Senior Act or RA 10645, all senior citizens
who are aged sixty and above are considered PhilHealth members
automatically—even if they did not pay for monthly
contributions. These non-paying senior citizens also get a
free lifetime coverage premium like any lifetime member.
The Public Attorney's Office has an indigency test, which is
part of its assessment on whether it can represent a potential
client: Those in Metro Manila whose family income is P14,000
a month or lower — the threshold is P12,000 a month in rural
areas — are considered indigents.
For the Philippine Health Insurance Corp. and the National
Health Insurance Act, "a person who has no visible means
of income, or whose income is insufficient for family
subsistence, as identified by the DSWD" is considered an
indigent who qualifies for automatic enrollment for government
health insurance.
Elderly persons who are "frail, sickly or with disability"
and who do not have a pension, permanent source of income or
support from relatives to pay for their basic needs are
indigents under the Expanded Senior Citizens Act and are
qualified to receive a social pension.
