Honestly though we really haven't seen Bullseye in his prime yet. He just started coming into his own in born again. He just got somewhat of a comic accurate outfit. As for The Punisher he's pretty much been consistently capable from the jump. Dex is just getting started.

Frank can kill him but Dex will give him a hard time to do that and Frank might also got pissed on how slick Dex is during combat, specially when he does the magic blade tricks.

If bullseye has guns then he negs unless frank has a day of prep, swat armor, and an AR with a grenade launcher. Hand to hand prob still goes to bullseye even matt struggled and he has the agility and spacial awareness to dodge bullseye trick shots. with none of those abilities bullseye can just richochet an 8ball into the back of franks head before frank even knows whats happening.

I’d have to give durability to bullseye now. Metal spine and thrown off roof of a 4 story building and surviving. And tbh, idk who would truly win. At a distance bullseye wins, up close, idk.
