So Titus was demoted in between the two games (A lieutenant is the right hand of a captain, and there are usually 2 lieutenant’s for every captain)?
Considering Titus was taken by The Inquisition to examine his unusual ability to resist Warp exposure, this is positively trivial compared to what The Inquisition _could_ have done with him to milk the most of that development.
