They most likely didn't torture him because he is completely different compared to the others. He was "odd" and wasn't acting like a "spy"

They sent him to various hotels and as he said it, overfed him. Either they really liked him or when they wanted to try him, he began speaking about the kingdom of God. So they thought that he's just too crazy to deal with but amusing enough to keep for a while. They sent him back to the US intact and in good condition, hoping that he'd spread his crazy in his home country.

It is his Fault for not following the tour groups rules the law states you cannot bring Bibles into the country so basically it's his fault for not following the rules of the country and the tour group when you visit a different country you have to follow their laws whether you like it or not if you Do Not want to Follow the local laws of a Different country then stay home
