I worked as a supplier to Boeing back in the 80's when they were respected. The company's engineers made the company what it is. Once the management decided the "gray beards" were a liability and not an asset, the company was doomed to end up where they are today. You can cite multiple examples of the trend. Stonecipher's disgrace, the corporate move to Chicago, the failure to put Al Mulally in the CEO position and many others to numerous to recite. The house cleaning at the top that just happened was long overdue. The remaining question is will the new team be any different?

Boeing was going great until the merger... The management of the failed company was sucked-in and lost its name but after the merger the failed company RAN Boeing into the ground to make the stockholders happy. Fire the bean counters. Pay the going rate for highly skilled engineers.

It is more accurate to say that Starliner was not designed to compete against Dragon. Boeing expected there to be no competition and that SpaceX would give up.

The only thing Boeing is proficient at nowadays is accounting for all of the money being spent of layers upon layers of stagnant management hierarchies and ever-metastasizing bureaucratic overhead. They can spend $10 billion dollars on a bureaucracy that gets handsomely compensated to spend every penny justifying why they are so handsomely compensated; all while never actually delivering the hardware that they are actually supposed to be delivering. They are very much like a bloated, top-heavy, government entity that cannot be fired.

ULA has enough Atlas V vehicles to support the 6 manned contracted missions for Starliner. The Vulcan is not crew rated and someone will have to pay for that certification process. Neither NASA nor ULA seem will or capable of doing so. If Boeing is going to want to fly Starliner more often they'll have to fly on Falcon 9 or wait until Starship gets human rated.
