England, Wales to start releasing prisoners early due to overcrowding

Thousands of inmates are set to be released from prisons in England and Wales because of overcrowding. Under the plan, most prisoners will become eligible for release after serving 40 per cent of their sentences behind bars, down from 50 per cent currently.
