Ex K9 handler, what the mother is doing here is training the puppey to not fear conflict. She's barking and "confronting" the puppey but not at all pushing or aggressively demeaning it. It's basically how you'd teach a kid to wrestle or tussle by pushing them a bit, going "Cmon! Mitts up, box me!" to get them to learn to get physical and not fear it.
