the small sip in the beginning is just to check if it has maybe gone bad (smells/tastes like vinegar) - especially when you buy the whole bottle. Who else should smell and taste if it is okay still other than You who is paying for the full bottle.
It isn't about "was this the right wine-choice?" but really only: "did it go bad? Do we need a replacement?"

If someone doesn't get it completely, i got you : the waiter will offer you the cap to smell the wine to check it doesn't smell out of order or anything like that, if it's alright
The waiter would then pour a small amount for you to taste the wine, if thats alright too, he ll pour the remaining quantity

I love the insider joke of getting the cap presented. with cork, there can be a problem regarding a very unpleasant chemical called 2, 4, 6-Trichloroanisole.it's seriously hard to not smell it, as we humans are smelling it even at parts per billion levels.
of course, with a screw cap, that problem does not exist. :-D

Reason for you (who ordered the wine) tasting first is to 1) of course taste it but also 2) to make sure you guests don’t get any debris from the cork in their glasses. It usually happens at the beginning.

Als gelernter Restaurantfachmann, der seine Prüfung vor 12 Jahren abgeschlossen hat, muss ich einen Fehler hervorheben den ich nicht unkommentiert lassen kann.
Und zwar wird am Drehverschluss nicht gerochen, sondern er für den Rest des Abends wie ein lustiger Hut auf den Kopf aufgesetzt. Bei einer neu bestellten Flasche wird der aktuelle Drehverschluss natürlich durch den neuen ersetzt.
PS: den Korken steckt man sich in die Nase (aber nur an einem Sonn- und/oder Feiertag).
