I like both but the flood wins without problems. Only the gravemind can alter space-time with this it can open portals to different points in space, not to mention that it came to infect a large part of the galaxy, if it weren't for the activation of the rings it would have won without any problem.

The flood easily win because they grow smarter by turning their enemies into biomass so they can search for information and they can only infected there host unless they have a working nerve system but they are able to use heavy weaponry and drive tanks and wraiths in halo 2
