President Joe Biden will tell his Chinese counterpart Xi Jinping that the U.S. will "impose costs" if China backs Russia, Secretary of State Antony Blinken said. The two leaders are scheduled to talk on Friday about the war in Ukraine. Blinken addressed reporters today.
