Thanks!!!! You were the first to mention a onedrive client. My onedrive app was working but nothing syncing to my desktop. I had to download the onedrive client to my desktop.

For some reason, I still have files (available online only) on the Onedrive website despite having deleted them from my Windows 8.1 computer yet I am only able to view the Onedrive files on my computer if I am connected to a network. Would you know why this happens?
