The reason why this isn't used in most torpedoes is because its more efficient to create thrust when in more viscous medium, like water, when compared to air, meaning that a torpedo would actually perform worse. The only way this could be made to work is by using some alternate propulsion system like a rocket engine, rather than a conventional screw.

So fluid mechanics explanation: Fluid flowing over a surface will stick to that surface, and the further away from that surface the easier it flows. By making a pocket of air/powder around the ball it means that the water slides over the air much more easily, while the ball doesn't cause drag.
