I remember how the "stop trying to make X happen, it's not going to happen" was a meme, and I loved how not only the "catchphrase" that they tried to spread out didn't catch on, but the line about it "never going to happen" was what caught on instead.

Being THE Queen Bee doesn't only mean that you should be mean and popular. It's also talks about being on the spotlight.
Gretchen's 'That's so fetch' phrase is actually catchy and may be followed by a lot of students and that's what annoyed Regina. Though students followed her style in some scenes, she didn't have any famous catchy phrase that students will follow and she thought that Gretchen may took that spotlight from her.

Not to get too deep but it took me years to realize there's a lot going on in this scene. It's not just about "Fetch." Kevin sort of blew Cady's cover by even talking to her and her acknowledging him (Why would she associate with a "math dork"?), evinced by Regina's confused look after he walks away. Aaron is shocked (look at his face) by the possibility of Cady having a crush on Kevin and her turning red. And he's confused even more when Gretchen says Cady wanted to join the Mathletes. Which makes Regina look suspiciously at Cady but also smugly because maybe she picked up Cady's been lying to Aaron about not liking math to endear herself to him. 🤔
