Prime Beard wins with mid diff
Shanks haki is. Lower campare to Goat Beard, it's just that we haven't seen much feats about him
In war he didn't even used haki, he used very small powers of his DF
So we cannot assume that he haki is lower compare to Shanks
We haven't seen full potential of Prime Beard, why he was known as strongest
Though shanks has some feats for now it's not like he has stronger haki than Prime Beard
