They were initially going to make Kovu the legit son of Scar, however they deliberately changed it to him being basically his step son and chosen heir when they came to the realization they had to avoid a big incestuous problem because Kiara and Kovu would have been cousins.

So yeah. Kovu has no blood relation at all to Scar. Zira is just a deranged fanatical follower of Scar when he ruled. In fact she was his most loyal follower that worships him. The Outlanders are a cult and opposed Simba’s rule, and for that is why they were banished.

If Mufasa is canon, then Scar wouldve found this very poetic.

- first of all, Kovu isnt his son. He was picked as his heir. A royal heir not of a royal father's blood. Sound familiar, Mufasa?
- And then there's the outlands. What if theyre just the lands Mufasa came from, before the flood? And lions happen to impregnate more than one lioness. What if Zira was his sister? Maybe even had a crush on him? From her POV, Mufasa abandoned her, made her aunt run away, made her father die due to grief, all to find a kingdom in heaven and then kick her and her pack out of it because he didnt recognize or acknowledge her.

So you have a Zira spurned by Mufasa and a Scar spurned by Sarabi, both being betrayed and cast out too. The kindred spirits unite not necessarily by love but by a need for revenge, to make Mufasa lose not just his life, but everything else he stole from them, in a way that befits him.

Damn I hope Lion King 2 does something like that with Zira. She was cartoonishly bitter and evil toward simba in the original, but she still had emotion toward her kids. The behavior just didnt track.

Kovu was going to be scar's cub, but it was changed, however if we take into account "Mufasa" the movie some lions may be related and not know it or Kovu is Scar's kid but not related to Kiara because Mufasa was adopted and not related to scar.

She fought for revenge. It said so in The Lion King 2. Scar was her love and Simba took that away even though the hyenas killed Scar. Zira was banished along with some other lionesses. That is why she wanted Simba to be killed whether it was by Kovu or her.
