the basic rules for a legal serve in tt are:

1. the ball must be released and tossed up vertically as possible at a minimum height of 16 cm or about 6 inches above the tossing hand

2. the palm, where the ball is resting, together with the fingers, should be open and as flat as possible so the ball could be seen by the receiver as it is tossed and released, should be above and behind the table as it is falling down, before it is striked by the racket of the server

Illegal. Referee called it correctly. The 16 cm minimum distance that the ball has to drop are measured from the beginning of the drop to the point where contact is made with the racket - not the table.
