Considering that Diablo Immortal has been listed as "coming soon" on the Google Play store for the entire 2 years since this video and still is today, I'd be willing to say that yes, it was an out of season April fools joke.
Edit 1 year later: It wasn't, bit I really wish it had been.

You have to see this in the context of a guy loving Blizzard so much that he bought a $200 ticket, then travelled all the way to Anaheim, rented a hotel room and waited outside the convention center to get in and actually got to sit down at the Diablo panel.
*That absolute fanboy* was pissed off, disappointed and disheartened enough to get up there and say that.

Blizzard has been pumping out sewage waste for years now, and the fanboys (me included) kept buying with the hope of shit getting better eventually.
They had such a fanatic core audience that they could do almost no wrong as long as it looked good, and they managed to burn all of that down.
A gold egg goose securely in their possession, and they just strangled it with no remorse.
It's no wonder every other dev worth anything walked out.
