Swap file and swap partition, you will not notice a difference, except on HDDs. The potential fragmentation of swap file will slow down the system, due to the additional movements of the disk head. The CPU overhead of a file system compared to a partition will not be noticeable. Not because of more efficient file systems, but because of "faster" CPUs, starting with e.g Intel's Sandy Bridge generation.
I don't worry about swapping at all till it reaches a 2GB size. Swapping is NOT noticeable and when the 2GB swap is full, I have 2GB more memory available !!

Why 2 GB? I have 2 swap partitions, one on my 512GB nvme (2GB; 3400/2300MB/s) and another on the 2TB HDD (16GB; 195MB/s). The 16GB was intended for hibernation. When the system starts to use the HDD for swapping the system starts to slow down.

I believe the 386 had virtual memory access built in?

All im saying is i had a lot more memory issues on Linux than i did on windows, maybe the distros i was using just had shitty memory management though
